An unclogging surface filtering elastic block according to the present invention comprises: a box-shaped case (10) with an opened top entrance; an elastic pad (30) having embossing protrusions (31) formed thereon and a drain aperture (32) formed on a concave portion or a convex portion by the embossing protrusions (31), wherein the elastic pad (30) is installed at the top entrance; and a filtering pad (60) installed on the elastic pad (30). A penetrating screen (40) having a net shape may be further installed on the elastic pad (30) and a gravel layer (50) may be further installed on the penetrating screen (40). A frame-shaped grate (20) may be further installed at the top entrance of the case. The grate (20) is preferably installed to be hung on the bottom protrusion (11a) of the case (10). An inner protrusion (12) preferably protrudes inward from a sidewall of the bottom protrusion (11a) to be disposed outside the grate (20). According to the present invention, when a proper hit is applied to the filtering pad (60), foreign substances inserted into the filtering pad (60) or stacked on the upper part or lower part of the filtering pad (60) are removed by repulsion and restoration by the elastic pad (30) to unclog the filtering pad (60), thereby allowing the easy and rapid restoration of the permeable filtering capability. Accordingly, the permeable filtering capability can be maintained for a long time without any specific management.
