A transmission power controlling method and a transmission power controlling device are disclosed. The transmission power controlling method performed by the transmission power controlling device comprises the following steps: defining each utility data of a plurality of base stations transmitting data according to coupled transmission to a user terminal located on a cell boundary of the base stations; and determining each transmission power of the base stations by optimizing the utility data.
