Provided are: a mirror driving device capable of scanning a laser beam in a wide range; a beam irradiation device having said mirror driving device provided thereto; and a laser radar. A mirror actuator (1) is provided with: a rotational shaft; a motor (11) for rotating the rotational shaft; a mirror holder (41) which is pivotally supported on the rotational shaft by a support shaft (14) so as to be capable of rotating in a direction parallel to the rotational shaft; a mirror (44); an inner frame (31) on which the mirror holder (41) is placed in a position away from the support shaft (14); a roller (42) which is provided to the inner frame (31), and which movably guides a roller-holding part in directions approaching and receding from the rotational shaft; an outer unit which, while the inner frame (31) is in a state of being capable of rotating with the rotational shaft, moves the inner frame (31) in the direction parallel to the rotational shaft; and a motor (51) which uses the outer unit to move the inner frame (31).
