PROBLEM TO BE SOLVED: To provide a video coding and decoding method and device based on restricted offset compensation and a loop filter.SOLUTION: A video decoder receives from an encoder a first indicator indicating whether to support offset compensation in which at least one or more of sequence, picture, frame, slice, coding unit (CU), prediction unit (PU), and transform unit (TU) are restricted, receives from the encoder a second indicator indicating application propriety of restricted sample adaptive offset (SAO) compensation or an adaptive loop filter, receives a parameter from the encoder and applies the SAO compensation or ALF to pixels of the video restored on the basis of the second indicator and the parameter. |
