The present invention predicts a user's behavior on the basis of a power consumption value measured of each branch circuit. This behavior prediction device (10) is equipped with an acquisition unit (11) and a prediction unit (12). The acquisition unit (11) acquires, from a measurement device (23), a value of power consumption by an electric load (24) of each of branch circuits (22) that are branched into multiple systems by a distribution board (21) within a target space (residence (20)). The prediction unit (12) obtains, as a stop time, a time at which the power consumption value falls to a predetermined reference value using power information wherein the date/time of the acquisition of the power consumption value is associated with the power consumption value. Furthermore, the prediction unit (12) predicts, by using the stop time, the kind of a specific behavior that will be engaged in by a user in the target space and a time at which the behavior will take place.
