Disclosed are a tower crane video monitoring control apparatus, method and system, and a tower crane. The apparatus comprises: a receiving device for receiving the height and range of a lifting hook of the tower crane; and a control device for calculating the horizontal distance and vertical distance between the lifting hook of the tower crane and a camera according to the height and range of the lifting hook of the tower crane; and executing at least one of the following: calculating a pitch angle of the camera when the camera aims at the lifting hook according to the horizontal distance and vertical distance, and adjusting a rotating mechanism of the camera according to the angle, so that the camera aims at the lifting hook; and calculating the distance between the camera and the lifting hook according to the horizontal distance and vertical distance, calculating a field angle of the camera according to the distance and a set value of an observation radius of an object hanging area, and controlling the camera to conduct magnification adjustment according to the field angle.
