PROBLEM TO BE SOLVED: To provide a scrub soap production process and a scrub soap.SOLUTION: The production process comprises the steps of: preparing a scrubbing agent composed of a shirasu and a hollow shirasu having an average particle diameter different from each other; preparing a fatty acid composition composed of at least one fatty acid; preparing an alkali aqueous solution by dissolving at least one alkali metal hydroxide whose mole ratio with respect to the at least one fatty acid is less than 1, into water; and preparing a soap basis by mixing the scrubbing agent, the alkali aqueous solution and the fatty acid composition.
