The present invention relates to a cosmetic container having a shape-changing application member and, more particularly, to a cosmetic container having a shape-changing application member, the cosmetic container comprising, on the upper portion of an outer container, a rotating cap, a rotation guiding cap, and an up/down moving cap, wherein, when the rotating cap is rotated, the up/down moving cap is moved up/down such that, as a dome-shaped second application member, which is coupled to the upper end of the up/down moving cap, is moved up/down, a first application member, which is coupled to an opening of the outer container, protrudes or is positioned on the same plane, thereby enabling the user to selectively use two kinds of application members with different shapes.
