<p><P>PROBLEM TO BE SOLVED: To provide a filter in which insects can be prevented from entering a filtered fluid, and a filtering device. <P>SOLUTION: The filter is a "filter comprising a web and fabric or knit of which the average aperture diameter is less than 1 mm". Since "the fabric or the knit covers an outer circumference of the web and the web is exposed only on one principal surface in the filter", insects escaping from a side surface of the web or a filtration downstream side are captured by the fabric or the knit of which the average aperture diameter is less than 1 mm, and insects can be prevented from entering a filtered fluid.
