<p><P>PROBLEM TO BE SOLVED: To solve such a problem that a waterworks monitoring device installed at a remote area does not obtain a power source line and relies on a primary battery, however, the primary battery needs to be exchanged before the end of its life and it takes a lot of labor and cost when a number of the monitoring devices are installed. <P>SOLUTION: A power supply device includes: a thermoelectric conversion element unit disposed on an outer peripheral surface of a water pipe exposed above the ground and disposed in the horizontal direction; a bent plane mirror reflecting sunlight and irradiating the thermoelectric conversion element unit with the sunlight; and a secondary battery connecting with the thermoelectric conversion element unit.
