摘要 <p>PROBLEM TO BE SOLVED: To calculate an estimated time of wetness of small error from annual average values of atmospheric temperature and relative humidity.SOLUTION: A probability distribution parameter estimation part 15D performs regression analysis, for each of combinations of a plurality of different atmospheric temperature probability distribution DTi and a plurality of different relative humidity probability distribution DRhj, with a reference time of wetness TOW as a dependent variable and with annual average values Ta, Rha of atmospheric temperature and relative humidity in each observation year and probability distribution parameters regulating the atmospheric temperature probability distribution and the relative humidity probability distribution of the combination as independent variables. Thereby, the probability distribution parameter estimation part estimates an optimal probability distribution parameter for each combination Gk. An optimal probability distribution selection part 15E selects a probability distribution of an atmospheric temperature and a relative humidity regulated by the optimal probability distribution parameter of an optimal combination Gs with its error minimized among the combinations Gk, as the optimal probability distribution Ds. A time-of-wetness calculation part 15F calculates an estimated time of wetness TOWe from annual average values Te, Rhe of atmospheric temperature and relative humidity in an input year on the basis of the optimal probability distribution Ds.</p>
