A recording-medium detecting device is provided that comprises: a reference plate configured to reflect light; an emission unit configured to emit light onto a recording medium and the reference plate; and a receiving unit configured to receive reflected light from the recording medium at a first receiving portion and to receive reflected light from the reference plate at a second receiving portion. The reference plate is provided closer to the receiving unit than the recording medium onto which the emission unit emits the light, and a part of the reference plate is provided between both ends of the recording medium onto which the emission unit emits the light, in a direction perpendicular to a conveying direction of the recording medium. The receiving unit receives the reflected light from the reference plate at the second receiving portion while the receiving unit receives the reflected light from the recording medium at the first receiving portion.
