The present invention relates to a tunnel having a combined evacuation passage and wind duct. The purpose of the present invention is to minimize life damage due to a fire and improve reliability of the present invention as a fire disaster prevention system. According to the present invention, the tunnel having a combined evacuation passage and wind duct comprises: a tunnel main body (10); a wind duct slab (20) providing a space to form a wind duct (21) and an evacuation passage (22); an evacuation wall (30) forming the evacuation passage; a pedestrian light (40) receiving power to be turned on; and a hoistway (50) inducing evacuees inside the tunnel to the evacuation passage. The hoistway comprises: an inlet (52); an outlet (53); a closed hoistway main body (51) providing a passage (56); an air injector (54) forming an air curtain; and a ladder (55) formed on one side wall of the hoistway main body.
