The present invention relates to a sound insulating panel of a vessel/ocean structure using honeycomb cores and a micro-perforated sheet, wherein a sound insulating performance can be maximized by forming a plurality of honeycomb cores between the walls on both sides, and attaching a micro-perforated sheet to each of the honeycomb cores. To achieve this purpose, the sound insulating panel installed in an iron plate (210) between a cabin (100) and a cabin (100) of a vessel/ocean structure in accordance to the present invention comprises: honeycomb cores (220) formed on the iron plate (210) between the cabin (100) and the cabin (100) respectively; and a micro-perforated sheet (230) formed to be able to form a space part (240) in the honeycomb cores (210).
