Provided are a sterilizing and purifying device and a washing machine, capable of maximally preventing pollutants from adhering and accumulating in a portion contacted with water inside a sterilizing container; hygienically maintaining an inside of the sterilizing container; and maximally preventing reduction of sterilizing capacity. The sterilizing and purifying device of the present embodiment is equipped with a sterilizing container, and an ultraviolet ray lamp to irradiate water penetrating through an inside of the sterilizing container with ultraviolet rays. A pollution preventing function unit inside the sterilizing container is installed in a portion contacted with water penetrating through the inside of the sterilizing container.
