摘要 The present invention relates to a cylindrical electrode type device for preventing discharge energy and an electric shock by flooding, wherein the device can be miniaturized while preventing electric shock accidents by reducing a leaked electric current if a terminal for electrically connecting an electrical device is flooded. The present invention comprises: an input electric wire (100) for receiving commercial power; an output electric wire (200) for supplying the commercial power, which has been input by the input electric wire (100), to a load; a cylindrical electrode (10) having the input electric wire (100) and the output electric wire (200) connected to both ends and preventing the suspension of power supply or an electric shock through liquid by confining electric energy and allowing the electric energy to flow to an electrical device or an electronic device; an electrode connection part (11) consisting of holes, which are formed at both ends of the electrode (10) to penetrate or protrusions protruding from both ends of the electrode (10) so that the input electric wire (100) and the output electric wire (200) can be connected to both ends of the electrode (10); and a discharge preventing means (300) for preventing an electric current, which is input from the electrode (10), from being discharged in flooding. The discharge preventing means (300) consists of: a filter part (310) electrically connected to the electrode (10) through water to filter noise from an electric current input from the electrode (10); a voltage-raising part (320) for raising filtered power to a rated voltage; and a smoothing part (330) electrically connected to the electrode (10) through water to smooth the rated voltage with a raised voltage.
