The present invention relates to a low dew point cool wind dryer adopting a cooling method by passing a cooling coil (evaporator) after air in a dry room is preheated by regenerating the heat of condensation of a refrigerant in the cooling coil (evaporator) for collecting a lot of water in the cooling coil which is an evaporator in the state of air and maintaining the temperature of the dry room at a preset low temperature, because a lot of operating costs are generated due to a long-term operation for obtaining a drying degree which is equal to the drying degree in the operation of a general cool wind drier due to the small difference of absolute humidity in a psychometric chart in a condition in which the dew point of the cooling coil which is the evaporator is 0 degrees centigrade or more if the general cool wind drier is applied because the maintenance temperature of a drying room is low.
