The present invention relates to an apparatus and a method for removing image noise. According to an embodiment of the present invention, the apparatus comprises: a temporal noise removal unit for adjusting the strength of temporal noise removal of an input frame based on a pixel-based motion degree and a block-based motion degree which are detected from the input frame and a reference frame, and generating a first output frame having the temporal noise removed therefrom; and a spatial noise removal unit for adjusting the strength of spatial noise removal of the first output frame based on similarity between peripheral pixels of the first output frame and the motion degree, and generating a final output frame having the spatial noise removed therefrom.
