The present invention relates to a printed circuit board having radiating and grounding functions, the printed circuit board comprising: a board having a component mounted therein; a base plate which is provided on the board and is made from a metallic material for radiation; and a grounding part for grounding the component to the base plate. The present invention, unlike the prior art, bonds a component such as a semiconductor chip or an element to a base plate provided on a board for radiation, and comprises the base plate made from a metallic material such that the radiating property of the board can be improved.
