Disclosed is a method to manufacture a free cutting steel. According to an embodiment of the present invention, provided is a method to manufacture the free cutting steel, comprising the steps of: generating molten steel by melting iron scraps in an electric arc furnace; tapping the molten steel to a ladle; removing oxygen from the molten steel by inputting an aluminum deoxidizer into the molten steel; inputting nitrogen components into the molten steel; inputting sulfur components into the molten steel after an elapse of a preset time as nitrogen components are inputted into the molten steel; and conducting continuous casting by conveying the molten steel to a continuous caster.
