PROBLEM TO BE SOLVED: To provide a method and apparatus for encoding and decoding an image by using efficient DCT (Discrete Cosine Transform).SOLUTION: A method includes the steps of determining a plurality of maximum coding units split from an image, determining coding units hierarchically split among the maximum coding units, determining at least one prediction unit split among the coding units, and determining at least one transformation unit split among the coding units. A size of a transformation unit included in the coding unit is determined without the need for taking into account a size of a prediction unit in the coding unit, a plurality of prediction units are grouped into a transformation unit to be transformed into a frequency domain, and whereby an image is encoded and encoded image data encoded by the encoding method is decoded.
