PROBLEM TO BE SOLVED: To provide an internal combustion engine valve timing control device capable of suppressing a reduction in a fastening force for fastening a cam shaft and a driven member by a bolt.SOLUTION: An internal combustion engine valve timing control device comprises: a fixed end portion 9a that includes a rear end surface 9c surface-contacting a front end surface 2f of a flange section 2a from an axial direction; a cam bolt 10 connecting a cam shaft 2 to a driven member 9 via the surface contact between the two end surfaces 2f and 9c; a second groove 53 provided in the rear end surface 9c of the fixed end portion 9a and disposed radially outward of the cam bolt 10; and a communication hole 54 formed to penetrate the driven member 9 in an internal axis direction of the fixed end portion 9a. An abutment portion 36 including a tip end surface 36a abutting on the front end surface 2f from the axial direction by a fastening force of the cam bolt 10 is provided in an inner circumferential portion of the rear end surface 9c of the fixed end portion 9a between the cam bolt 10 and the second groove 53.
