The present invention provides a cosmetic composition for forming a multilayered ultrathin film with at least two layers by layer-by-layer assembly on a surface of hair or skin, comprising a polymer electrolyte compound capable of dissolving or dispersing in a cosmetologically acceptable solvent. The cosmetic composition of the present invention can beneficially change properties of the surface of the hair or the skin by forming a multilayered ultrathin film with at least two layers on the surface of the hair or the skin in a human body.
