The present invention relates to a motion estimation method for image compression. The method includes the processes of: estimating an integer-unit pixel movement from a motion vector of at least one block adjacent to an encoding target block; using a Sobel filter to detect an error surface based on diagonal direction information of the integer-unit pixel movement vector block which has the motion estimation completed; and determining whether to estimate a quarter-pixel movement according to the type of the detected error surface to set a motion vector.
