PROBLEM TO BE SOLVED: To provide a separator for electrochemical element capable of constituting an electrochemical element superior in safety property and capable of preventing increase of gas permeation resistance, and an electrochemical element having the separator for electrochemical element.SOLUTION: The separator for electrochemical element includes: a porous first separator layer formed of mainly a thermoplastic resin (A); and a second separator layer containing composite particles which contains a thermoplastic resin (B) which melts at a temperature lower than the thermoplastic resin (A) and a resin (C) other than the thermoplastic resin (B). The electrochemical element includes the separator for electrochemical element.
