PROBLEM TO BE SOLVED: To efficiently confirm the safety of occupants at a housing complex at the time of disaster.SOLUTION: A personal computer 14 coupled to an entry/exit controller 4 and an electric lock control part 23 comprises: an occupant data storage part 17B in which pieces of occupant information including a recognition code of an ID card which is distributed to each household in a housing complex 1, are stored in advance; a priority data table 17C in which priority of safety confirmation and safety confirmation behavior content are stored in advance, by the occupant information for each household; an entry data storage part 17A for storing information acquired by recognition code acquisition means; presence/absence setting means for setting presence/absence for each household based on the occupant information stored in the occupant data storage part 17B and the recognition code stored in the entry data storage part 17A; and priority confirmation setting means 16B for setting safety confirmation priority for each household based on the presence/absence information for each household set by the presence/absence setting means, and the priority data table 17C.
