Provided is a device for rotationally driving an upper rotating body of a construction machine, wherein unnecessary stoppage caused by a parking brake is eliminated while preserving the principle of stopping a turn when an emergency stop operation is performed. This device is provided with: an emergency stop switch (20), rotation controllers (12, 19) for performing control to stop a rotation motor (11) when an emergency stop operation is performed on the emergency stop switch (20), and a timer device (21) for actuating a parking brake (15) when a set time has elapsed after the emergency stop operation has been performed. Preferably, the rotation controllers (12, 19) detect a fault in an inverter (12), and, in the event that a fault is detected, cause the parking brake (15) to apply braking without waiting for the elapsing of the set time. |
