Disclosed are a device and a method for controlling a navigation device using voice conversation. The device for controlling a navigation device according to the present invention includes a voice acquisition unit acquiring voice commands from a user; an information acquisition unit acquiring vehicle data including information with respect to the vehicle state and the operation of the navigation device installed in a user′s vehicle; a voice conversation understanding unit converting the voice commands into user commands that a computer can understand; an information abstracting unit abstracting relative information corresponding to the user commands from the vehicle data; and a voice conversation management control unit generating a conversation response with respect to the voice commands by using the relative information and the user commands and controlling the navigation to correspond to the conversation response.
