PROBLEM TO BE SOLVED: To provide a binder for a printing ink that is excellent in re-solubility in a solvent and blocking resistance even if used in a printing ink free from toluene as a solvent, is free from chlorine, has excellent adhesiveness to a variety of plastic films made of polyester, nylon, polyolefin and the like and can be used for general purpose to a variety of plastic films.SOLUTION: The binder for a printing ink comprises (U) a polyurethane resin produced by reacting (A) an active hydrogen component and (B) an organic polyisocyanate component. The active hydrogen component (A) contains (a1) a polylactone polyether polyol represented by formula (1), (a2) a polyester polyol and (a3) a polyether polyol.
