PROBLEM TO BE SOLVED: To provide a cooling device for an internal combustion engine and an air vent method that enable air vent without providing piping for air vent and that can inhibit cooling water from spilling over from a water filling port along with the air vent in a water filling operation in the cooling device.SOLUTION: A cooling device for an internal combustion engine includes: an electric water pump; a plurality of cooling liquid lines that include a heater core cooling liquid line bypassing a radiator and supplying cooling liquid to a heater core; and an electric flow control valve for controlling supply amount of the cooling liquid to each of the plurality of cooling liquid lines. Based on a predetermined command signal, after the electric water pump is operated for a first predetermined period while the flow control valve is controlled in a position where all of the plurality of cooling liquid lines are opened, the electric water pump is operated for a second predetermined period while the flow control valve is switched to a position where the heater core cooling liquid line is opened and where the other cooling liquid lines are closed.
