A new travel route is generated while preventing interference with a following vehicle even when the position of a loading point is successively changed. For this purpose, the present invention is provided with: a travel route calculation unit (311a) that calculates a final travel route (625) for a transport vehicle (20-1) between a loading point (615) at which a loader performing digging work at a mine loads the transport vehicle and a first stand-by point (601) at which the transport vehicle (20-1) is waiting; a trigger signal generation unit (191a) that generates a warning trigger signal that warns of movement of the loader (10-1); and an entry prohibiting unit (311b) that prohibits entry from the first stand-by point (601) to the final travel route (625) when the warning trigger signal is generated.
