A transparent resin layer (A) arranged closer to the visually confirmable side of an image display device (B) than is a polarizing film (1) provided closest to the visually confirmable side, wherein the transparent resin layer (A) is characterized in that a surface electrical resistance value is 0×1013Ω／□ or less. The transparent resin layer (A) can be formed by a transparent adhesive agent or a transparent liquid-like resin. The transparent resin layer (A) can impart a static charge prevention function at a level that does not incur reduction in the sensitivity of a touch panel, without impairing the reliability of the polarizing film (1) provided closest to the visually confirmable side of the image display device (B).
