A base station wherein multiple data signals that do not intersect each other and are addressed to multiple user devices are mixed in some of the OFDM symbols transmitted continuously by the base station. A reference signal is intermittently arranged over time in the multiple OFDM symbols. The base station determines the downlink data signal transmission power used for transmitting a downlink data signal, in accordance with the reception quality of a user device. The base station reduces the downlink data signal transmission power of an OFDM symbol in which the reference signal is arranged, so as to be lower than the downlink data signal transmission power of an OFDM symbol in which the reference signal is not arranged. The base station sets a downlink reference signal transmission power so as to be higher than the downlink data signal transmission power of an OFDM symbol in which the reference signal is not arranged.
