Provided are a communication system and a communication method that can suppress the load of a communication network during the measurement of voice communication quality. The present invention distributes a test signal for evaluating the quality of voice communications to a communication terminal device over a communication network and receives from the communication terminal device received voice data wherein the test signal received by the communication terminal device is encoded in a prescribed manner. Then the present invention generates a received voice signal from the received voice data that is received from the communication terminal device, compares the received voice signal that is generated to the pre-transmission test signal, and calculates an index value for voice communication quality. |
