PROBLEM TO BE SOLVED: To effectively remove NOx in exhaust.SOLUTION: In a gas-liquid contact absorption device 16, exhaust from an internal combustion engine 10 is brought into contact with collection liquid, and NOx gas contained in the exhaust is absorbed by the collection liquid. A control unit 28 adjusts a steam concentration in the exhaust flowing into the gas-liquid contact absorption device 16 to a concentration equal to or higher than a saturated steam concentration of the exhaust in the gas-liquid contact absorption device 16.
