Provided are an information processing system and an information processing method which enhance properties that enable information to reach ships. This information processing system (1) is provided with a mobile terminal (10), multiple base stations (50), and an information processing device (100). This information processing device (100) is provided with a generation unit (134) which generates information to be transmitted to the mobile terminals, and a transmission unit (135) which transmits the generated information to multiple base stations. The multiple base stations (50) are provided with the communication unit (51) which, upon receiving information transmitted from the information processing device, generates a radio signal in a shortwave frequency band corresponding to the information and transmits said generated radio signal to the mobile terminal. The mobile terminal (10) is provided with a control unit (15) which, upon receiving a radio signal transmitted from any of the base stations, acquires information from the radio signal. |
