PROBLEM TO BE SOLVED: To appropriately monitor traffic information on a monitoring object that is at least one traffic information item set to the monitoring object, among traffic information items on a communication network, regardless of processing load increase or throughput reduction.SOLUTION: When contents of a monitoring object holding part 12 or a monitoring method list holding part 13 are updated through a traffic monitoring setting part 11 by an administrator of the communication network or when reduction or improvement in throughput of a system is reported from a throughput estimation part 15 with a resource change, a monitoring method change part 16 dynamically changes a monitoring method for the monitoring object traffic information held in a monitoring method holding part 14 to any one of a plurality of selectable monitoring methods of different processing loads held in the monitoring method list holding part 13, in accordance with a change policy for the monitoring methods being held in the monitoring method list holding part 13 in such a manner that a throughput required for monitoring the monitoring object traffic information relative to the throughput of the system does not exceed a preset threshold.
