<p><P>PROBLEM TO BE SOLVED: To provide a service operation information collecting system which can collect service operation information in which a service provider can trust even when the service provider and an application provider are different providers. <P>SOLUTION: A terminal device 100 comprises: an application providing device 200 which operates an application and provides functions of the application to the terminal device 100 via a network; and an administrative device 300 which manages a utilization condition of the application.
