<p><P>PROBLEM TO BE SOLVED: To provide a worm speed reducer which produces low operating noise and low gear noise, and has excellent durability. <P>SOLUTION: A tooth flank 41 of a worm wheel 40 includes a first shape part 61, a second shape part 62 surrounding the first shape part, and a third shape part 63 surrounding the first shape part and surrounded by the second shape part. Each of the shape parts 61 to 63 is configured including an envelope in a movable range in which the tooth flank 31 of a worm 30 moves due to displacement of the worm 30 with respect to the worm wheel 40. The first shape part 61 corresponds to the movable range under a normal load. The second shape part 62 corresponds to the movable range under an excessive load exceeding a maximum load during use.
