Disclosed are a hot-rolled steel sheet having excellent hardness and elongation, and a manufacturing method thereof. According to the present invention, the hot-rolled steel sheet comprises the steps of: reheating a slab plate composed of 0.82-0.87 wt% of carbon (C), 0.10-0.20 wt% of silicon (Si), 0.25-0.45 wt% of manganese (Mn), 0.02 wt% or less of phosphorus (P), 0.006 wt% or less of sulfur (S), 0.1-0.2 wt% of chromium (Cr), and the remainder consisting of iron (Fe) and inevitable impurities; hot-rolling the reheated plate at a finish rolling temperature of 750-800°C; and cooling the hot-rolled plate and winding the plate at a temperature of 600-640°C. |
