PROBLEM TO BE SOLVED: To provide a control device capable of determining the smallest possible number of base stations required to secure a connection to a base station initiated by all terminal devices present in a radio communication system.SOLUTION: Based on link information indicating radio communication links allowing connections between terminal devices 11 through 1K and initiated base stations 1 through m, of base stations 1 through M, a control device 20 sequentially executes first, second, third and fourth conditions and repeatedly executes the second through fourth conditions to determine a moving base station and a sleep base station from the base stations 1 through m, where the first condition is to adopt, as a moving base station, a base station having only one radio communication link with a terminal device, the second condition is to eliminate links between base stations, other than a moving base station, and a terminal device connectable to a base station adopted as the moving base station, the third condition is to adopt, as a sleep base station, a base station without having a radio communication link with a terminal device, and the fourth condition is to adopt, as a moving base station, a base station having the largest number of radio communication links with terminal devices. |
