The present invention relates to a plane heater having a heat cushion part capable of preventing hydroplaning due to temperature difference and improving buffering effect, deafening, heat storage, and insulation by being installed in a heating sheet which emits heat when the cushion part is energized, and a manufacturing method thereof. The plane heater having the heat cushion part according to an embodiment of the present invention includes: a heating sheet which heats up when energized; and a heat cushion adhered by a hardening type adhesive in the lower part of the heating sheet, wherein the heat cushion part includes: a polyethylene (PE) insulating material having a fixed thickness; and an air cushion material which is provided by being pressured in the lower part of the PE insulating material and has multiple air caps containing air.
