<p><P>PROBLEM TO BE SOLVED: To provide an electrolytic solution which helps to obtain a low impedance and long life aluminum electrolytic capacitor. <P>SOLUTION: The electrolytic solution for aluminum electrolytic capacitors of the present invention is an electrolytic solution prepared by dissolving, in a mixed solvent comprised of water and ethylene glycol, adipic acid as a carboxylic acid electrolyte, a basic compound capable of composing a salt with adipic acid, a phosphorus oxo acid ion formation compound capable of forming phosphorus oxo acid ions in an aqueous solution, and a chelator capable of forming a water soluble aluminum chelate complex by coordination to aluminum, characterized in that only a primary amine and/or a secondary amine having a hydrophobic substituent group is included as the basic compound and that the pH of the electrolytic solution is in the range from 5.6 to 7.0.
