Disclosed are a cooling device and a system having cooling device according to the present invention. The device comprises: a freezing device; a first cooling unit for cooling first cooling water with the air wherein the first cooling water is provided to the freezing device; and a second cooling unit for cooling second cooling water provided to the first cooling unit. The second cooling unit circulates the second cooling water independently from the first cooling water and mixes the second cooling water with the first cooling water according to a temperature difference between the air and the first cooling water.
