The present invention discloses a system and a method to inspect steel bar arrangement processes on site, capable of providing a final drawing in real time on construction site, and inspecting and supervise the arrangement of steel bars through a portable terminal without a large number of printed drawings. The present invention comprises: a basis panel placed in a side of where steel bars are to be arranged, including a tag having steel bar arrangement data, and becoming the background of the steel bars and the tag; the portable terminal including a reader reading the tag and a camera photographing an image about the state of the steel bars; and a reinforcement management program displaying the information on the arrangement on an image, photographed by the camera, by being installed in the portable terminal.
