The present invention provides a band shaped member for preventing enlargement of a configuration while simplifying the configuration. A seal tape forming and bonding device(20) comprises a unit body(32) with a folding unit(33) for folding and holding one end of a seal tape(6). A rotation block(31) is formed in an end of the unit body(32). The rotation block(31) can rotate between a first rotation location(P1) and a second rotation location(P2) wherein the other end of the seal tape(6) is cut in the first rotation location and the cut seal tape(6) is compressed onto a carrier tape(5) in the second rotation location. The rotation block(31) comprises a holding surface(31a) for holding the other end of the seal tape(6) and a cutter accommodating groove part(31c) for accommodating a cutter(41) for cutting the seal tape(6). The cutter accommodating groove part(31c) is formed on a lower end of the holding surface(31a).
