PROBLEM TO BE SOLVED: To achieve high encoding efficiency by improving prediction accuracy even when a pattern in a prediction block is a specific nonlinear figure or character.SOLUTION: An intra-prediction section 5, an intra-block copy prediction section 6 or a motion compensation prediction section 7 in the image encoding apparatus, when a flag for a color difference signal of a prediction block concerned specifies execution of inter-color signal prediction processing, executes the inter-color signal prediction processing for generating a prediction image of the color difference signal in the prediction block by referring to an encoded color signal without executing intra-prediction processing, intra-block copy prediction processing and motion compensation prediction processing.
