<p>PROBLEM TO BE SOLVED: To allocate one or more primary pictures to one auxiliary picture in hierarchical coding, to handle the auxiliary picture and primary pictures even when scalable IDs are different, and to facilitate encoding and decoding of inter-layer position correspondence information between the auxiliary picture and primary pictures.SOLUTION: A hierarchical moving image decoder includes auxiliary picture information decoding means of allocating one or more primary pictures to one auxiliary picture. Further, the hierarchical moving image decoder includes an inter-layer position correspondence information decoding part which decodes encoded data such that when a primary picture is an object layer picture, inter-layer position correspondence information corresponding to the auxiliary picture is inhibited from being encoded, or encoded data such that when the auxiliary picture is an object layer picture, inter-layer position correspondence information corresponding to the primary picture is inhibited from being encoded so as to obtain the inter-layer position correspondence information.</p> |
