PROBLEM TO BE SOLVED: To provide an image forming apparatus and a program that can suppress decrease in brightness of a formed image when the image is formed by using a developer containing a glittering pigment, compared to an image formed without controlling a development potential of a developing device.SOLUTION: The image forming apparatus includes: an image holding body on which a latent image is formed by varying a potential of the surface thereof charged by charging means by use of latent image forming means; and developing means to develop the latent image with the following developer while generating an electric field between the developing means and the image holding body so as to form a toner image on the surface of the image holding body. The developer comprises flat-shaped toner particles containing a planar metal pigment and having an average major axial length of 7μm or more and 20μm or less and an average thickness of 1μm or more and 3μm or less, and toner particles containing no metal pigment. The developing means is controlled to generate on the surface of the image holding body a preliminarily determined electric field in which the toner particles containing no metal pigment are ejected while the flat-shaped toner particles are not ejected.
