PROBLEM TO BE SOLVED: To provide a semiconductor device capable of effectively utilizing a memory area and a logic area which are programmable, and a semiconductor design device.SOLUTION: In a programmable semiconductor device, a memory area comprising a programmable SRAM cell and a logic area performing a programmable logic operation are preliminary provided, and a substrate layer including a diffusion layer of each transistor in the memory area and the logic area is preliminary formed. The semiconductor device includes a ROM formed using at least a part of the memory area in accordance with a mounted logic operation scale. The ROM stores a lookup table for the logic operation so that the result obtained by performing a predetermined logic operation is output from the ROM, using an address input to the ROM.
